Hays County Informal Hearing Reductions
While the number of informal appeals has fallen overall, they are still effective at getting reductions. 11,193 of 2024’s 13,933 informal settlements ended with a reduction, with 7,254 residential settlements. Business properties typically average much lower in this step of the process, but they were still able to net 3,939 reductions. Hays County Percent of Informal Hearings with Reduction
80.33% of all informal settlements in 2024 saved taxpayers value. This was a large step down from the record highs seen between 2021 and 2023. The Texas average for informal appeals reduction is at 74.38%, putting the county considerably above the average. The county had previously seen freakishly high numbers, including 100% in 2021 and 2022. Even 2023 saw a win rate of 99.63%.
Single family homes did even better than the average in 2024, with 94.66% of them seeing a reduction. The usual outcome of initial appeals is that single family homes hit at a far higher rate than businesses. This proved somewhat true, as Hays businesses fell from a record high to 62.82%. Though a regression, this was still above the statewide average of 54.9%.

In 2024, initial appeals were able to reduce taxable value by $615.90 million.
